photos.app library from High Sierra can't open in Mojave

How does one open an older Photos library from High Sierra into a Mojave desktop?

Import of Photos videos into iMovie on Mac "Photos" does not appear in "Libraries" in iMovie (10.1.14). The recommended solution of "Go into Photos app preferences ... make sure that the box "use as system Photos library is selected ... If it is greyed out ... Photos library is already the system Photos library." Does not work for me. Is it because I am using Catalina 10.15.5? Any help please.

Updated to OS Catalina. Need help converting iPhoto library to Photos. Our family photos are stored on our iMac which is several years old now. We upgraded to OS Catalina. I understand iPhoto is now gone. We are trying to get Photos to open the iPhoto library. The photos app is stuck "updating library" at 1% complete for several days. The photos should still be on the hard drive and they are backed up in time machine. Can anyone help?

hold down the option key while starting photos. Select the old library to open.

It will be upgraded for Mojave - you might want to back it up first, so you can go back to it if needed.

If it is on an external drive - is the drive formatted APFS or MacOS exteneded (journaled). If not, the library needs to be moved to a drive that is.
