My apple ID was signed in to, my password was changed and the trusted phone number was also changed. I did not receive any 2-factor authentication for this and I also wasn't alerted by email. Is there a way to recover the account or at least prevent this scammer from making use of my data? If not, is there a way to get apple to look into this as this might be a huge loophole in their system

It won't help much, but I suggest you charge the password to the email address that was your Apple ID and preferably delete the email address if possible. That way the hacker can't receive emails to that address.
well, they simply said they are unable to help me and I should get a new apple ID but then the person has access to all my info. I wonder who I can escalate this to at this point
The issue actually is that I am unable to change, delete or even access that email because the hacker already changed my password.

You might get the same answer, but you can try calling support again, and politely ask to speak to level 2 support or higher.
