Iphone 13 pro max - preorder payment

I have never preordered through Apple before and I have seen that usually they charge you when the item ships. What happens if payment declines due to not transferring the money before they charge me?

My experience says that the orders are packed and shipped only after payment is made and accepted by the online store.
