updating card info

I can't edit my payment information from either my iPhone or my MacBook Pro. it says my credit card was declined which doesn't make any sense because I have money in that account.. I can't add it again and I can't edit the old card information.

MacBook Pro 13″, macOS 10.13

In such a situation, I suggest that you contact iTunes Store Support Team directly, using this link:--> iTunesStore & App Store – Get support for various issues, and choosing: your country, then Apple ID, then iTunes & App Store. If your problem is not among the options shown there, tap/click on the option “the topic is not listed” and describe your issue.
