Green dot in corner of camera with no apps allowed to use camera

I have a green dot in the corner of my camera and have not allowed any apps to use my camera. Checked my privacy settings and this is indeed the case. What is going on???

If you are using the camera for taking a photo, video, selfie, FaceTime, etc, yes the green dot will appear.
