I just bought a new iPhone and I didn't get a free Apple TV subscription !!
No, it doesn't work that way. The free subscription is to let you test it out when it ends you either subscribe or pass.

Did you previously have a free Apple TV+ subscription with another device?
That is why you aren't being offered one now, it is one per customer.
I thought that with every purchase of a new device, a new subscription came with it, thank you
