terms and conditions update

I recently downloaded an app after changing my Apple ID, and after pressing download I received a notification from settings to accept a new terms and conditions, is that normal? Or is that a spam pop up hack?

If all you're doing is clicking an "accept" button and it is from Settings then it is quite possible Apple tweaked T&C slightly and it's a valid request. If it is something asking you to log in then I would be suspicious about phishing although typically that would not come from Settings but as a text or a pop-up in a browser.

If you are uncertain about a message and a resource provided in a message, do not click on any links. Try to independently verify the resource by going to a support page on apple.com and use that to contact Apple or to verify the service the message is telling you to use.
