Why can’t my pictures be uploaded from my iCloud to iPhone 6 Plus?

Your pictures will download provided there is space available and that iCloud photos is enabled: Settings > Photos. If you're short on space on your device, toggle on optimize photos to download lower resolution images and video to your device (the originals remain in the cloud)
