I need a new MacBook. I want to be able to run virtual windows. wait or not?

 to run Windows in the Technical Preview is to sign up for Microsoft's Insider program and download the Windows 10 Client ARM64 Insider Preview VHDX file. The Parallels preview will recognize the file and create a Windows 10 on ARM virtual machine.

Correct. Microsoft has not released a version of Windows that runs on the M1 or M2. Apple has not released a version of BootCamp that runs Windows on an M1 or maybe even a M2. Virtual machine developers may have virtual machines that will run on M1 or maybe M2, but there is no released version of Windows to use with these virtual machines.

If you need Windows then get a Windows PC or take a chance and get an Intel Mac. Intel Macs may soon no longer be supported. But only Apple knows for sure.

Windows won't run on the M1 Mac so you have no choice but to wait. Even then there is no guarantee that Windows will run on the M2 Macs,
