I agree with D.I. Johnson -- it is hard to assess what's the problem, and hope you did not spend much money on it.

But, I am going to offer my 2 cents:

  1. Please check the TB2 connector - was it intact or some visual imperfection (such as exposed or over-bend). My Thunderbolt display #1 had this issue (due to older MacBook Air's power port and TB2 were way apart). I tested it by using male-male TB2 cable to connect TB display and M1 MacBook Air (with adapter) - and it was working fine. Then, I was sure it was my octopus cable. Due to Apple no longer support this display, I performed DIY (last month) and replaced the "octopus cable" and it is back in service now.
  2. My friend's TB display also exhibited similar issue years ago - and sent to Apple for service ($$) - it turned out to be power supply.

There might be few more possible issues that you have to ask yourself - is it worthy to invest further or, find another one (reputable with warranty).

Good luck

Please use Apple's TB2 cable (0.5m or 2mm) if you can.

I found some 3rd party TB2 cables can be problematic.

Again, as I mentioned earlier - it can be the octopus cable or power supply, or.....

Here is a little visual that might be interesting to you..

There is another TB2 port that can be utilized with male-male TB2 cord, to see if the problem is the octopus cable.

Good luck
