Unless you have decided to deliberately turn it off on your lost iPhone, when you sign to iCloud on the device, by default iCloud Backup is turned on to backup the data stored on the device periodically.

All you need to do on a new iPhone during the setup of it, is to sign in to the same iCloud account and choose to restore data from iCloud backup.

The only way you will be able to recover your data is if you have made a back-up of your phone to your computer or another device. You can't recover data from a lost phone itself.
