It is a very good question. The answer, unfortunately, is a NO. iCloud is a syncing service and not a service where you can archive data. If you delete something on your iPad then it will be deleted on iCloud and vice - versa. But there is something that you can do to address your issue and create some free space on your iPad. Read below:
You have purchased ➔ iCloud Storage from Apple and you can create and save your iPad backups and synch (Not Store) your Messages, Photos, Contacts, Calendars, Notes and Reminders. Note that iCloud Storage is NOT an extension of storage capacity of your iPad.
Having said that, you can choose to Optimize Storage on your iPad for all the Photos. What this action will do is store your original quality photos on iCloud and a small size photo on your iPad. This takes up less space on your iPad while maintaining the actual size on iCloud. This will free up space on your iPad while making good use of iCloud. If you would like to try this then open Settings ➔ Photos ➔ Optimize iPad Storage : Ensure that this option is chosen and has a checkmark on it.

I am actually trying to get photos and videos off of an IPad Air 2, not an iPhone .
Understood. Sorry about that. HOWEVER, the same theory applies. You can just replace the word, "iPhone" with "iPad". The operation of iCloud is the same on both devices.
