iPod touch 7th generation frozen on white screen with apple logo. Can't get it to restart correctly! Help!

My daughter's iPod was working fine until it died this morning and she plugged it in. It has been frozen on the white screen with the black apple since noon today! I've tried to restart it and it just does it again. Any idea what could be wrong or how to fix it?

So I dealt with something like this and uh I basically did a couple of things

took charger off then on
turn it off for at least 30 minutes ( don’t turn it on till then)
let it charge a bit for 10 minutes then unplug and try turning it on again
