Camera in use but settings does not show what app

Many times I pick up my iPhone 11 and the green light is on indicating the camera is is use. I go to settings and it does not show what app was using it. I tried disabling all the apps that have ever used the camera and I still see the light on sometimes. What is happening and how can I find out what is using the camera. Please do not reply with the standard reply of look under settings->privacy->camera as everything there is disabled.

Assuming your background does not have the dot, contact Apple and discuss this with them.

They have access to info and tooling that we don’t.
