The iOS update does not take up any storage once it is completed. The iOS update requires free space to complete the actual download, verification and eventual installation. The amount of required free space varies between 6GB - 10GB. Once the update has been installed successfully then the download and installation files are deleted to return the free space back to the iPhone.
