My Apple TV is blinking. The instructions to reset it say to go to settings. Where do I find settings for my Apple TV?

A continuously flashing status light is an indication that the unit failed to start up properly.

If you can still access the menus, then you can reset as described in Reset or restore your Apple TV to its factory settings - Apple Support.
If you can’t access the menus, due to failing to starting up properly, then first try a cold restart (unplugging from power). If the issue persists, then restore the system software externally through a computer, as described in Restore your Apple TV - Apple Support. If you have the 4K model, then you will need assistance from Apple, as described.
