I pay a monthly bill of $0.99 for icloud. I want to cancel that subscription.

Here’s how to ‘downgrade’ your iCloud subscription to the free tier. iCloud is technically not a subscription so the advice given so far does not apply.
On your iPhone
Settings->Apple ID (tap your name)->iCloud->Manage Storage->Change Storage Plan->Downgrade Options and select the 5GB free storage option.
Please be aware that if the data you already have on iCloud exceeds the 5GB free limit it will be lost and not recoverable.
