iTunes giftcard

My iTunes gift card says it wasn’t properly activated, my family member purchased it recently from a Fred meyers location and was originally ordered from a said family member going to the website, is there a way to fix it?

Return it:

Take it back to the seller and request a return. Then, when you purchase another one, add it to your account right then-and-there at the cash register. Note that Apple Gift Cards are only usable in the country/region in which it was purchased. It all has to do with licensing.
