If this is the water lock, rotate the digital crown dial a half-dozen or so times, and quickly.


How to use Water Lock and eject water from your Apple Watch - Apple Support


If the Watch is entirely off and not the water lock, then the Watch is likely damaged.


About Apple Watch water resistance - Apple Support


A dunked Watch that has failed is headed for replacement. Try shaking out any water and using a dry breeze or dry air conditioning airflow, but I’d not be hopeful. Rice isn’t recommended.
