If NOT a 2012 retina model MacBook Pro or later (whose RAM can not be upgraded) you need to upgrade to at least 6GB of real RAM to run El Capitan or later in a an appropriately-responsive way.

If you are running far older MacOS. 10.11 El Capitan is suggested as a waypoint, because it contains an updated Mac App Store that makes downloading later versions easier. Be sure to use Safari for MacOS downloads.

Mac Pro desktop requires you to run 10.13.6 and upgrade the graphic card before attempting to install 10.14 Mojave or later:

Install macOS 10.14 Mojave on Mac Pro (Mid 2010) and Mac Pro (Mid 2012) - Apple Support
