I have purchased a mobile iPhone 11 and from day 1 vibrator is not working so I want to replace my phone

Two things
- Settings > Accessibility > Vibration [Enable]
- For email
- You will have to set it independently for ever mail account (Watch the GIF below)
- Note: - Default is No Vibration.
