My iPad (8th gen.) won't update to iPadOS 14.7
According to Apple's website and update pages, there is no iPadOS 14.7. Only iOS 14.7 for iPhone 6s and later and iPod touch 7th generation.

According to what I've read there should be an iPadOS 14.7, but it's available for both our phones and WatchOS 7.6 was also released today. But no iPadOS 14.7.
I just read a retraction from MacRumors saying they too don't see iPadOS 14.7, even though they had reported it was released today along with iPhone and Apple Watch updates.
I still don’t see it on my iPad. I did find this on appleinsider.com
Update 1:48 PM ET: Despite some initial signs and documentation pointing to a release of iPadOS 14.7 in parallel with iOS 14.7, it appears that the download of the update itself isn't fully available.
iOS 14.7 is not available to the general public. iOS 14.6 is the most up to date version.
I may have spoken too soon. I don’t see the update being available on my iPad Air 3, but I see it on my iPhone XR. It appears as though it may be an iPhone only update.

Interesting. I had been following the status of the updates, and Apple was evidently seeding beta releases of iPadOS 14.7.
