If The owner of my new/used ipad is no longer available, how can I delete his info so I can set up my ipad?

If you mean removing activation lock, you'll need to have the original owner remove it. How to remove Activation Lock

Activation Lock is a theft deterrent feature with no bypass or workaround.

Without the owner's authorisation (Apple ID & password), no thief or anyone including you can re-use the device.

The iPad is useless to you, please recycle it responsibly.
