Use a direct connection, or use a Time Machine backup, or use a clone of the boot device created using Disk Utility.

Direct connection > Transfer files between two Mac computers using target disk mode - Apple Support


I usually use a backup or a clone, created on an external device and swapped over to the new Mac, and not the wireless migration path.
