Various forms of this old and somewhat unspecific message ultimately lead you to this document --> 'If your payment method is declined in the App Store or iTunes Store'

It mostly just suggests you make sure your payment method is up to date or to try a different one. Apple is possibly just checking with your financial institution if the payment method is valid and getting a reply that there's a problem. Check with your financial institution about the status of your card. Also make sure that the name and address with Apple correspond exactly to that which your bank has for you.


If nothing in that document provides resolution then

There are several versions of this error message and this is an older one with an out of date URL. The screen shot URL does not take you to iTunes Support and it does lead you eventually to the document I provided. As such it is the the actual "solution" proposed by that URL, and a possible one even though it may not be the intended one (I do not second-guess Apple's intentions although apparently they do in this case).


The second link I provided, which was apparently overlooked by more than just the OP, is from a newer version of this error message that is occasionally posted here and provides up to date contact information.
