Open the Photo’s app on your phone, tap on the picture you would like to view and simply rotate your phone on its side.

If your phone has rotation lock enabled you will need to turn it off, this is how to enable and disable that feature: https://support.apple.com/en-gb/HT204547

If you mean you wish to keep your phone vertically and want to rotate the picture then following the tips on this page: https://support.apple.com/en-gb/guide/iphone/iphb08064d57/ios
