How should I Copy Mojave from one hard drive to another?

I have two 2010 5.1 Mac Pros, each running Mojave.
I have used one of these Mac Pros for the last year or so for video editing. I've DL'd many updates for Mojave over that period of time and there has never been a problem.
Recently, however, (within the last week or so) I downloaded and gave permission to install an update to one of the Mac Pros, the one I use for video editing. As best as I can recall now, it was a security update for the OS and a security update for Safari. I gave permission to download and install both.
Something wrong happened with the installation, and I cannot boot that Mac Pro.
So I am going to pull the startup drive from the Mac Pro that no longer starts up and install it in one of the drive bays on the Mac Pro that works fine.
These two 2010 Mac Pros are very close to identical in terms of their hardware. They both have 96 GB of ram and both have Radeon VII graphic cards installed.
Here's my question.....
How do I copy the OS from the startup drive for Mac Pro that runs to the other drive for the Mac Pro that won't start? It seems to me that should be an easy copy process, just copy the "System" folder from one drive to the other. Am I right? Is there anything I should be careful about???
