locked ipad mini

When I power up my ipad mini the screen comes up with the word "Hello" and the following message, "slide to setup". It won't accept any input and just the word "Hello", in different languages.

Setting Up Ipad I was given an iPad. When I turn it on it shows screen to select language. I select English and press home button. I receive message iPad not set up. I am unable to go any further. Any suggestions?

iPadOS 14 update issues After installing the latest iPad IOS14 update, my mothers iPad now requires a 6 number passcode. When she turns the iPad on it asks to select language then immediately goes to enter 6 digit passcode. She has never had a passcode and I cannot get into it to change or delete anything. Any suggestions are very appreciated.
