How can I get live photos off this phone permanently.

I have tried every different way to turn off live photos using setting, changing back and forth to crossing off live before every photo - still it gives me a live photo half the time. When I gave up and decided to just edit every live photo to make it a still, the directions don't work. I'm supposed to tap edit - then the live symbol - but the live symbol doesn't exist in the edit mode. I have a SE 2020. I never ever want a live photo. When I sometimes want a video I choose video. I want this OFF my phone, a total disable.

What you were told above (Turn Camera Mode ON) is NOT what you need to preserve.

First open Camera and turn Live Photo off.

Then go to Settings > Camera > Preserve Settings AND

then enable (turn to the right, green) Live Photo. The explanation below that setting says it well:

Preserve the Live Photo setting, rather than automatically reset to Live Photo turned on.

I am de-programing live photo correctly. I figured out the reason I still only get a photo half the time is I press the shutter too hard or too long. This engages a series of photos just like a live photo. I have peripheral neuropathy and don't have full sensation in my fingertips. So I just have to deal with this and at least I know live photo is turned off. Sometimes I will get a photo. Half a camera is better than none!

How can I get live photos off this phone permanently.
