Page Template Covers Header/Footer

Objects on the page template I've created for a page layout document appear on top of objects on the page. For example, here's an object occluding text in the footer.



This strikes me as dysfunctional, but I can't find a way around it. Advice is welcome.

I solved the problem by not using headers/footers at all. Instead, I created text blocks on the page template, and inserted page numbers in them. I hadn't realized it was possible to insert variable data in shape.
