VPN
In settings on iPhone X and iPad Air 4 a ‘VPN’ can be toggled on or off and not sure when this arrived or from what VPN source. Any check clues appreciated.

You can go to Settins>General and click on VPN and Networks.There u will see which VPN is active on you device.Pls let us know what u saw.Hope this helps.

I had not spotted the VPN part of the Settings/General rh pane and note this does tell me the VPN provider when I click it
Ao was it a VPN that u installed yourself or does your Wifi have a build-in VPN ?
I remember now It came as a result of the latest McAfee LiveSafe update which includes a ‘Safe Browsing’ option.
