Apple Watch

I just recently bought an Apple Watch from someone and it was still connected to the previous owners account and I have no clue who these people are or if it was stolen or anything is there a way to find out the owner of the Apple Watch or a way to take his iCloud account off ?

The answer to both your questions is no.

The person that you bought this watch from needs to follow all the steps in this link;

Prepare the watch so the buyer can use it.

If they can't or won't then get your money back or recycle the watch and put it down to experience.
