Always on function on Apple Watch series 6

I have an apple watch series 6 it did not come set for always on as advertised

when I looked on line to see how to do this it says to press the stem and go

to settings then press display & brightness first of all there is no display & brightness

only display when you get there it has a sliding bar with a brightness low to hi

and a "Screen Time out of 5s

there is no way to set it as stated help
