I’m sick and tired of apple taking random amounts of money out of my account & then constantly asking me for my payment verification for FREE APPS, not allowing me to download these apps because I can’t pay for a FREE APP.

Apple doesn't take random amounts from accounts! Do you have subscriptions you have activated?
Unless you have a NONE option in the payment methods of your account details, you must have a functioning payment method in your account, even for free apps.
