so I found out my iphone 11 you cant turn the camera sound off because it was made in china and in china its illegal to have sound off ive tried putting it on silent and volume down and everything

That's not entirely accurate.
Virtually all iPhones are made in China.
Those originally sold in Japan and South Korea can not silence the camera shutter sound. it is illegal to do so in those countries.
Using such a device in a different country does NOT change that.

You answered your own question. You won’t be able to silence the shutter sound on that phone.
