No. My understanding is if you have 4 family members each with 5 GB personal storage and you share a 200 GB plan, all you get is 200 GB together. You don't get 200 + 4x5 GB. However, you can't see what others have in the shared space. It's like a building with moveable walls. The building is a fixed volume but each user can move the interior walls to accommodate their stuff but can't see what others have in their rooms.
