Can't access Photos preferences (greyed out)

Hello, I can't access preferences in Photos app. Any ideas how to get to it? Clicking on get started or watch demo doesn't let me access preferences either.

I just added the library to an external drive, I need to change my system photo library.

Hi, Try Opening the moved library first.

(Hold down the option key while starting photos)
