The time limit sets the amount of time you can use the app in a day, Once that amount of time has been consumed, you will get a notification, you can chooser to ignore the limitation or comply. If you set a screen time passcode, then you need to enter the passcodes to actually ignore the limitation.

Is this what is happening?

Otherwise, how is it not working exactly?
