No. Charges are made to the organizer’s payment account. Each family member can pay for their own purchases if they add money as a balance to their AppleID - e.g. buy Apple gift cards and redeem them as balances to their AppleID. But that is the only way for family members to pay for their purchases - with the money being deducted from their AppleID cash balance. Otherwise, it gets billed to the organizer’s on file payment.
