I have this same issue. I have an iphone 6 with the highest level ios 12.5.2. My watch was damaged and had to be sent to apple for repair, I received the same version of the watch back from apple, but it will not pair with my iphone. And there is no way to downgrade the watch software to work with my ios. I just get the error "Software is out of date" but I am on the highest level of software my phone will allow. So I am basically stuck with a watch I can no longer use because Apple dropped support for my phone. This is infuriating and the only solution I see is to buy a new/upgraded iphone. And that feels unlawful.

If your series 1 watch has WatchOS6 then you need an iphone with at least ios13 or higher, your iphone 6 plus will only update to ios12.
