Go to Settings > Your Name, Apple ID, iCloud, iTunes & App Store
Tap iCloud
Are Messages turned on?
If yes, once you delete the text message it is gone.
If no, the text message 'may' be in a backup if you have a backup made from before you deleted the message. But be advised that restoring your phone from that backup will restore your phone to the date the backup was made and any message sent or received after the backup was made will be gone.
