MBP running OSX.15 does not have Control Centre nor Dock and Menu Bar in System Preferences.

MBP 9.2 running Catalina does not have Control Centre in the Menu Bar, nor Dock and Menu Bar in System Preferences, just Dock. Is Control Centre available for a download, please?

Those are Big Sur features
