I’ve shared my storage plan with my sister multiple times but it still won’t let her use it and she has like no storage

This link does not help. It says that family members with the free 5GB accounts will have their storage automatically shifted to the shared iCloud storage. This is not happening for me either. I see under the family sharing setting that the ICloud upgrade storage is being shared with me. But I still am shown to have only the 5GB storage, and I keep getting messages that I am about to run out of space. We should have over 100GB shared storage available.
