CarPlay does not work if iPhone XS is locked

I have CarPlay settings enabled for using CarPlay when my phone is locked, but I still have to manually unlock the phone to get it to work. Is there something besides the 'use CarPlay when locked' setting in General that I need to do? I have a low tech package on the car so I have to connect with a USB cable.
