In the past I was always able to download my annual purchase history file. Is this option no longer available? I am unable to find any method to do this with my current iTunes on my Windows computer running Win10. I am really do not want to cut and paste all my purchases.

To best of my recollection, the iTunes Store has never offered a way to download an annual purchase history. You can view your purchase history and make screenshots as necessary:
