cannot access setup for voicemail

This Iphone 12 will not allow me to set up voicemail. Any ideas as to why when I press and hold the voicemail tab nothing happens?

Set up Visual Voicemail on your iPhone - Apple Support

You almost certainly should contact your cellular carrier.
