Deleting Apple ID
If I delete my Apple ID and log in with another Apple ID on my phone will my phone receive call and messages?

Your telephone service is not related to your Apple ID so the phone will work as a telephone.
Messages may be sent by two methods, one uses an Apple ID and the other uses your cellular service, so it depends upon the method used to transmit the message and if the other person has an Apple ID and an Apple device.
