My apps are not downloading into my new iPad. Waiting, nothing happens

If you are experiencing difficulties with installing Apps on your iPad, you need to check your ScreenTime restrictions:
Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Installing Apps - ensure that this permission is set to Allow
