How do I get more storage

Open Settings ➔ Apple ID (Your Name at Top) ➔ iCloud ➔ Manage Storage ➔ Change Storage Plan : Here, you can choose the iCloud storage size that you want.

Are you shure that you are uploading your stuff to the cloud? Maybe is a setup issue

The device storage is the amount of data you can keep in your smartphone whitout the use of the Cloud... Music, photos, documents that you get inside your device.
