Ways to share an app / Family Sharing issue

I'm frustrated and feel duped. I purchased an app that said I could share it with 5 other people through "Family Sharing." I invited my sister and she couldn't accept it because she "already has a family sharing account." Seriously?!? This restriction is a way to increase app sales. I'm disappointed. I'm sure Apple could adjust that.

Does anyone know if there is another way to share an app?

Sharing apps is what you can do when you are in Family Sharing. It is not designed to share apps with others. As you found, your sister is already in a different Family Sharing account. You can only share with those people that are in your current Family Sharing account, not with just whomever.
